Hospitals and laboratories operate their own Nagorik Health instances and control their clinical databases and keys. The national layer keeps only the minimum identity, trust and routing information needed to connect them.
No central clinical vault
A breach of the national routing layer should not reveal a nationwide store of readable health histories.
No central master key
Clinical information is encrypted for an authorised recipient and cannot be decrypted by the routing service.
Minimum necessary access
Access is restricted by person, organisation, purpose, record type and time.
Fail closed
If identity, authority, destination or encryption checks fail, no clinical information is released.
